House meeting again postponed

The second meeting of the Legislature-Parliament has been postponed again after posting a notice. The second meeting of the parliament was postponed till 3:30 pm after the first meeting was obstructed by the major opposition party-Nepali Congress (NC). The next meeting of the Parliament has been scheduled at 3.30 pm on Tuesday as no consensus between the ruling parties and major opposition was forged regarding resumption of the House, said NC parliamentarian Dr Prakash Sharan Mahat. The Parliament Secretariat, however, said that the meeting was postponed due to special reason. A taskforce comprising former General secretary of the Nepali Congress Krishna Prasad Sitaula, NC Chief Whip Chinkaji Shrestha, NC leader Dr Prakash Sharan Mahat, Deputy Leader of CPN (UML) Parliamentary Party Subash Chandra Nembang and Deputy Prime Minister and Minister for Defense Bhim Rawal of the CPN (UML), CPN Maoist Centre leader Krishna Bahadur Mahara, among others has been formed after the meeting held in presence of the prime Minister, it is learnt. NC has been obstructing the House for the past four days demanding providing a lump sum of Rs 200,000 to quake-survivors.

Tribhuvan University (TU) is the first national institution of higher education in Nepal. It was established in 1959 A.D. The Central Administrative Office and the Central Campus of the university are located on the north eastern facade of Kirtipur, an ancient and small town located five kilometers away from Kathmandu city centre. There are 38 central departments and 4 research centres in TU, and out of them 31 departments and 3 research centres are located at Kirtipur. The university at Kirtipur is spread over an area of 154.77 hectares (3042-5-2 ropanis).

After the second democratic movement of 2006, the Prime Minister of Nepal is the ceremonial chief, the Chancellor of the University, whereas the Minister of Education is the Pro-Chancellor. The Vice Chancellor is the Chief Executive of the university. He is assisted by the Rector in academic programmes and the Registrar in financial management and general administration.

Tribhuvan University is a non-profit making autonomous institution funded by the Government of Nepal. On January 8, 2013, the government of Nepal has principally agreed to declare Tribhuvan University as the Central University.
Main objectives of TU
The university was established with the following objectives:
To prepare capable human resources required for the overall development of Nepal
To impart standard higher education
To protect and develop national culture and tradition
To involve in extensive, empirical and timely creation of knowledge and research in the fields of arts, science, technology and vocation
 TU Senate
It is the supreme decision-making body on policies, budget, and rules and regulations for running the university. It consists of 52 members.
Councils of TU
There are 4 councils constituted as major decision-making bodies of the university.

Executive Council
Executing the decisions of the University Assembly, making decisions on grants, giving affiliation to private campuses, and appointing the university officials are its major functions. It consists of 7 members.
Academic Council

The academic council makes decisions on educational policies and practices regarding curricula, teaching, examinations and research and comprises of 50 members.
Research Coordination Council

It formulates policies on TU research activities, approves guidelines for researchers and coordinates the functions of university level research organizations. The Research Division is the secretariat of the council. The council consist of  27 members.
 Planning Council
The planning council performs an advisory role of preparing short and long-term plans, developing annual programmes and evaluating implementation programmes. It consists of 29 members.
Academic Programmes

In the 55th year of its establishment, the university family remains committed and dedicated to making the university a source and centre of quality education, setting up a culture of learning in the country and promoting the notion of national and global peace and harmony. This year, the Tribhuvan university has made a decision to start semester system at the Central Departments. All the departments, except the Central Department of Law, have already started first semester classes. This systemic change has been introduced to enforce an academic calendar, to make students full time students dedicated to their studies, to reduce financial burden on students and their parents by making the students complete the degree in time, to respond to the growing concern of the stakeholders about enhancing the academic quality of university education through academic rigour, to revitalize the fame, popularity, credibility and contribution of the university as the oldest centre of higher learning and the central and leading university of Nepal.

From the forthcoming academic session, the university will extend the semester system outside the central departments. This is really going to prove a daunting task for such a large university spread all over the country. However, if the nation prioritizes education and gives desirable financial support to the university, TU will definitely move ahead on the path of achieving academic excellence and will be able to supply capable manpower to meet the growing challenges of the time.

Since its inception, TU, the state owned university, has expanded its programes indifferent disciplines. There are 5 technical institutes and 4 general faculties. TU offers proficiency certificate level courses only in nursing. It has a wide range of course offerings in Bachelor’s and Master’s levels. TU offers M. Phil. and phd. degree in different disciplines both at the Technical Institutes and Faculties.
TU ran its programes only through its constituent campuses prior to 1980. As the number of the students willing to acquire higher education was increasing day by day, it was not possible for the university to accommodate all the students in the constituent campuses. This situation led to the establishment of colleges in the private sector.  From 1979 –80, TU started providing affiliation to private colleges to conduct various programes at different levels. One thousand fifty three (1053) private colleges spread all over the country have so far received affiliations
from TU.
In the current academic session (2014-2015) altogether 4,05,341 students have been enrolled at various levels of TU academic Programmers. 1,48,141 (36.55%) students study in its 60 constituent campuses including 38 central departments, while 2,57,200 (63.45%) students study in 1053 affiliated colleges. It clearly reveals that affiliated colleges do have more students than the constituent campuses.

TU has 7966 teaching faculty and 7230 non-teaching staff including the support staff in its constituent campuses. The total number of employees is 15196 including 124 new posts of the Manmohan Cardiothorasic Centre.

I have to say that I wasn’t too sure about this Apple Kuchen when I started putting it together. I did not doubt that it would be tasty…I mean, apples and custard inside a sweet crust….yeah, that’s good, obvi. This sounded like it would be the high-rise cousin to the low-rise Alsatian Apple Tart. It’s just that I did not get off to a very good start making it. The crust was easy enough to make and roll out, but let me tell you that getting a soft, delicate crust pressed neatly into a tall springform pan is a pain in the you-know-what. It was frustrating enough that the dough cracked into like a 1,000 pieces, but while I was pressing them back together into something crudely resembling a crust, the clasp on said springform decided to pop and now will not stay closed (actually, now it’s in the recycle bin). Ugh. I needed to go with it at that point, so I put a tight rubber band around the pan to hold it closed, dusted cookie crumbs on the bottom, piled it full of apples and chucked the oven to par bake. Not my most brilliant idea, as within a few minutes, the rubber band popped in the heat and the buckle opened up again, cracking the crust. I scrambled around and found a small pie pan that was big enough to hold the springform but tight enough to keep the buckle in the closed position. The dough was still soft at that point and seemed to come back together when the pan was re-closed, but with all those apples in there, I really couldn’t tell what condition it was in. After the par bake, I poured in the crème fraiche custard (confession:I replaced 1/3 of the crème fraiche amount with buttermilk to lighten the calories a bit) and scattered on some plumped raisins. I was amazed that the custard did not immediately leak out the pan, so I hoped for the best. I was just making a half-recipe (6″), but I left it in the oven the full time. A knife poked into the center still didn’t come out completely clean after an hour, but I took it out away. After it came to room temp, I popped my springform-in-pie-plate contraption it into the fridge for extra insurance that the custard would be fully set. And then the moment of truth…

Tribhuvan University (TU) is the first national institution of higher education in Nepal. It was established in 1959 A.D. The Central Administrative Office and the Central Campus of the university are located on the north eastern facade of Kirtipur, an ancient and small town located five kilometers away from Kathmandu city centre. There are 38 central departments and 4 research centres in TU, and out of them 31 departments and 3 research centres are located at Kirtipur. The university at Kirtipur is spread over an area of 154.77 hectares (3042-5-2 ropanis).

After the second democratic movement of 2006, the Prime Minister of Nepal is the ceremonial chief, the Chancellor of the University, whereas the Minister of Education is the Pro-Chancellor. The Vice Chancellor is the Chief Executive of the university. He is assisted by the Rector in academic programmes and the Registrar in financial management and general administration.
Tribhuvan University is a non-profit making autonomous institution funded by the Government of Nepal. On January 8, 2013, the government of Nepal has principally agreed to declare Tribhuvan University as the Central University.
Main objectives of TU
The university was established with the following objectives:
To prepare capable human resources required for the overall development of Nepal
To impart standard higher education
To protect and develop national culture and tradition
To involve in extensive, empirical and timely creation of knowledge and research in the fields of arts, science, technology and vocation
 TU Senate
It is the supreme decision-making body on policies, budget, and rules and regulations for running the university. It consists of 52 members.
Councils of TU
There are 4 councils constituted as major decision-making bodies of the university.

Executive Council
Executing the decisions of the University Assembly, making decisions on grants, giving affiliation to private campuses, and appointing the university officials are its major functions. It consists of 7 members.
Academic Council

The academic council makes decisions on educational policies and practices regarding curricula, teaching, examinations and research and comprises of 50 members.
Research Coordination Council

It formulates policies on TU research activities, approves guidelines for researchers and coordinates the functions of university level research organizations. The Research Division is the secretariat of the council. The council consist of  27 members.
 Planning Council
The planning council performs an advisory role of preparing short and long-term plans, developing annual programmes and evaluating implementation programmes. It consists of 29 members.
Academic Programmes

In the 55th year of its establishment, the university family remains committed and dedicated to making the university a source and centre of quality education, setting up a culture of learning in the country and promoting the notion of national and global peace and harmony. This year, the Tribhuvan university has made a decision to start semester system at the Central Departments. All the departments, except the Central Department of Law, have already started first semester classes. This systemic change has been introduced to enforce an academic calendar, to make students full time students dedicated to their studies, to reduce financial burden on students and their parents by making the students complete the degree in time, to respond to the growing concern of the stakeholders about enhancing the academic quality of university education through academic rigour, to revitalize the fame, popularity, credibility and contribution of the university as the oldest centre of higher learning and the central and leading university of Nepal.

From the forthcoming academic session, the university will extend the semester system outside the central departments. This is really going to prove a daunting task for such a large university spread all over the country. However, if the nation prioritizes education and gives desirable financial support to the university, TU will definitely move ahead on the path of achieving academic excellence and will be able to supply capable manpower to meet the growing challenges of the time.

Since its inception, TU, the state owned university, has expanded its programes indifferent disciplines. There are 5 technical institutes and 4 general faculties. TU offers proficiency certificate level courses only in nursing. It has a wide range of course offerings in Bachelor’s and Master’s levels. TU offers M. Phil. and phd. degree in different disciplines both at the Technical Institutes and Faculties.
TU ran its programes only through its constituent campuses prior to 1980. As the number of the students willing to acquire higher education was increasing day by day, it was not possible for the university to accommodate all the students in the constituent campuses. This situation led to the establishment of colleges in the private sector.  From 1979 –80, TU started providing affiliation to private colleges to conduct various programes at different levels. One thousand fifty three (1053) private colleges spread all over the country have so far received affiliations
from TU.
In the current academic session (2014-2015) altogether 4,05,341 students have been enrolled at various levels of TU academic Programmers. 1,48,141 (36.55%) students study in its 60 constituent campuses including 38 central departments, while 2,57,200 (63.45%) students study in 1053 affiliated colleges. It clearly reveals that affiliated colleges do have more students than the constituent campuses.

TU has 7966 teaching faculty and 7230 non-teaching staff including the support staff in its constituent campuses. The total number of employees is 15196 including 124 new posts of the Manmohan Cardiothorasic Centre.

NHRC objects to Madhes, Muslim fronts’ statement

National Human Rights Commission (NHRC) has taken exception to a joint statement issued by United Democratic Madhesi Front and National Muslim Struggle Coalition, Rautahat, in which they have asked police personnel to vacate police posts.Terming it a ‘civil disobedient’ movement, the statement also appealed the public to evict security personnel from their rented rooms from the district headquarters within 48 hours and ostracise them to support the campaign.The national human rights body said the statement is objectionable as it openly calls for social resentment, which could jeopardise social harmony. The NHRC said the statement, which is targeted at a group of professionals, has violated the constitutional rights to pursue one’s profession without fear.The statement is against the universal human rights declaration and humanitarian laws,” read the NHRC statement.The commission has also drawn the attention of all the parties concerned to refrain from making controversial statement and distributing pamphlets, leaflets and advertisements which could lead to social disharmony and infringement of professional freedom.

He loved writing poems, and one day decided to send it to one FM Radio program to get it recited. Luckily, his poem got selected and he kept on sending more to the same show. And soon, Radio HBC called him to the studio because they wanted him to host the particular show. At first, he could not believe that he got his first fulltime job. But once he started hosting the show, he knew that he was going to give his best and so did he. After a few months, the station manger of the said radio station got pleased with his dedication and offered him to run two more shows, one of which was called “Cow Show”, a program where he got the opportunity to interview household comedians of Nepal.

Minister for Information and Communications, Sherdhan Rai, has clarified that the government would not consider for talks with the disgruntled Madhesh-centric political parties if they put forward rewriting of the new constitution as the ultimate bottom-line. In an interaction organized by the Reporters Club here on Sunday, Minister Rai said that the Madesh-centric political parties were dillydallying to sit for talks and resolve the differences although the government had repeatedly sent them official letters for the same. Rai though admitted that they were positive for the talks lately. In a different context, Rai said that the government was effortful to implement the constitution and had forwarded necessary programme to implement action-plan for the same. The meeting of the Council of Ministers on June 16 passed the Constitution Implementation Action Plan to be concluded within the second week of January, 2017. The action plan includes important state affairs as forming the Language Commission, holding the local bodies’ election, bringing Act related to judicial administration and consulting federal commission for collection suggestions on province demarcation within August 16 among others. “Preparations are underway to formulate new act and laws for implementation of new constitution,” Minister Rai shared. More than 100 new acts and laws are to be made while around 300 existing acts and laws should be amended for the same. Minister Rai further underscored the need to usher the country on the path to economic, social and cultural development, for which, he urged the parties in and out of the government to be untied for the same cause. He said that the budget has already been released to compensate the families of those killed during the Madhesh-agitation and for the treatment of the injured ones. Also speaking at the programme, Nepal Sabhawana Party Chairperson Anil Jha asserted that the Madhesh-centric political parties were not against the talks but were in favor of the cause of concrete result through talks. “We will only sit for talks with the government if it pledges to meet at least three demands in total,” he said.
